WebYes, that is correct. When a SM transfers from Active to NG they must enter the information manually. It's a funny system but they don't have the money to pay for training and upkeep to utilize the same systems active duty does. It is 100% possible for someone to fat finger a number when doing them manually.

There is a copy of my original enlistment papers with my parent's signature on it because I was 17 at the time I enlisted. I'm not sure if the other branches do this, though.
